ANALISIS REFOCUSING ANGGARAN BELANJA PADA PROGRAM PELAYANAN ADMINISTRASI PERKANTORAN DI SEKRETARIAT DAERAH KOTA PALEMBANG TAHUN 2020.

This study examines the analysis of budget refocusing on the office administration service program at the Palembang City Regional Secretariat in 2020. The background of this research problem is that there is a budget reduction in programs and activities, one of which is the office administration service program by 51% of the budget which is reduced from the total budget before the budget changes that occurred as a result of the Covid-19 Pandemic. This study uses the concept of budget change theory according to Forrester and Mullins which consists of managerial necessity, environmental pressure, and political concerns. The type of research used is descriptive with qualitative research methods. Based on data analysis, the refocusing of the budget for the office administration service program in 2020 shows that it is in accordance with the managerial necessity needed and has an adjustment of the budget against the target set through savings in spending on goods and service. The results of this study recommend that the implementation of the budget refocusing policy can be further improved by providing a career path to have good competencies so that the achievement of targets and objectives of the office administration service program in the following year can be better.
