IMPLEMENTASI PROGRAM PENYELENGGARAAN IDENTITAS KEPENDUDUKAN DIGITAL (IKD) PADA DINAS KEPENDUDUKAN DAN PENCATATAN SIPIL KOTA PALEMBANG

The Palembang City Government, through the Department of Population and Civil Registration (Disdukcapil), has implemented the Digital Population Identity (IKD) program in accordance with Minister of Home Affairs Regulation No. 72 of 2022. This study analyzes the implementation of IKD in Palembang using Van Meter and Van Horn's implementation theory; which includes six key variables. A qualitative descriptive method was used, with data collected through interviews, observations, and documentation. The results show that although the IKD policy has a clear legal basis, its implementation faces several challenges, including limited public awareness, insufficient supporting devices, and frequent disruptions in the Population Administration Information System (SIAK). The activation rate of IKD in Palembang remains low at only 2.14% of the total eligible population. In conclusion, improving socialization efforts, technical infrastructure, and inter-agency coordination is crucial for optimizing IKD implementation.
