INOVASI PELAYANAN PERIZINAN USAHA MIKRO KECIL DAN MENENGAH MELALUI SISTEM ONLINE SINGLE SUBMISSION (OSS) PADA DINAS PENANAMAN MODAL DAN PELAYANAN TERPADU SATU PINTU (DPMPTSP) KOTA PALEMBANG

This research analyzes the innovation of licensing services for micro, small, and medium enterprises (MSMEs) through the Online Single Submission Risk Based Approach (OSS-RBA) at the Investment and One-Stop Integrated Services Office (DPMPTSP) of Palembang City. This innovation aims to accelerate, simplify, and enhance the transparency of business licensing. Data from 2024 shows that 30,332 business actors utilized OSS-RBA, consisting of 30,226 micro and small enterprises and 106 medium to large businesses. Of this number, 23,019 business actors processed their licenses, with details including 21,558 automatically issued licenses, 846 verified standard certificates, and 615 licenses still awaiting verification. The research findings indicate that OSS-RBA is effective in speeding up the licensing process, as the majority of licenses are issued automatically. However, there are obstacles such as limited technological infrastructure, low digital literacy among MSME actors, and verification processes that take longer. Resistance from officials towards the digital system also poses a challenge. The study recommends strengthening infrastructure, enhancing human resource capacity, and ongoing socialization to maximize the benefits of OSS-RBA.
