IMPLEMENTASI KEBIJAKAN DALAM LAYANAN PUBLIK BERBASIS ELEKTRONIK DI DINAS KOMUNIKASI DAN INFORMATIKA KABUPATEN OGAN KOMERING ILIR

This study aims to examine the implementation of policy in electronic-based public services at the Office of Communication and Informatics (Dinas Komunikasi dan Informatika) of Ogan Komering Ilir Regency. The background of this research is based on the government’s efforts to improve the quality of public services through the utilization of information and communication technology (ICT) within the framework of the Electronic-Based Government System (SPBE). This study applies the policy implementation theory by Merilee S. Grindle (1980), which emphasizes two main variables: content of policy, context of implementation, and outcomes. A qualitative descriptive method was employed, with data collected through interviews, observation, and documentation. The research informants consisted of government officials and relevant position holders within the Office of Communication and Informatics. The results show that, in general, the implementation of electronic-based public service policies at the Office has been carried out, although several obstacles remain, such as limited human resources, uneven technological infrastructure, and low digital literacy among the public. In terms of the content of policy, the policy objectives are clear and support the principles of transparent, fast, and accountable service. However, in the context of implementation, several challenges were identified, including weak inter-agency coordination and insufficient budget support. Meanwhile, the outcomes aspect is crucial to assess the extent to which the implemented policy has delivered real impacts on the intended targets. Therefore, improvements in both technical and institutional aspects are needed to ensure that the implementation of SPBE policies runs optimally and delivers tangible benefits to the public.
