IMPLEMENTASI KEBIJAKAN FINGERPRINT DALAM MENINGKATKAN DISIPLIN PEGAWAI DI DINAS PERDAGANGAN PROVINSI SUMATERA SELATAN
This research analyzes the implementation of the fingerprint policy in improving employee discipline at the South Sumatra Provincial Trade Office. The purpose of this study is to determine how the policy is implemented and the factors that become inhibitors and supporters. The research method used is descriptive qualitative with a case study approach, using the policy implementation model from Van Meter and Van Horn. Data was collected through interviews, observation, and documentation. The results of the study show that the implementation of the fingerprint policy has been quite effective and has contributed to improving employee discipline. Nevertheless, there are several inhibiting factors, such as technical problems with the device, a lack of trained human resources for repairs, and frequent power outages. On the other hand, supporting factors include strong support from leaders, cost-effective implementation, ease of use of the technology, and employees' awareness and trust in the policy. Efforts made to improve discipline include training, regular monitoring, and the application of firm sanctions. Overall, although there are still challenges, this fingerprint policy is considered effective in improving employee work discipline.
