MOTIVASI AMERIKA SERIKAT MELAKUKAN KEBIJAKAN PELARANGAN TERHADAP TEKNOLOGI 5G HUAWEI CHINA

This research aims to explain the reasons why the United States implemented a policy of banning China's Huawei 5G technology. To explain the reasons for the United States implementing a policy of banning Huawei's 5G technology, the author uses the concept of Protectionism from Friedrich List which is divided into three main bases. The research method that researchers use is descriptive qualitative. The results of this research found that the reason the United States implemented a policy of banning China's Huawei 5G technology was because of three ideas. The idea of Infant Industry, where even though the United States does not have an Infant Industry, the policy towards Huawei can be seen as an effort to protect the development of telecommunications technology and the 5G network that is being carried out. The idea of Forced Capital Investment, Huawei's large investment in R&D makes China a leading country in the development of 5G technology, thus raising concerns for the United States because Huawei's dominance in 5G technology could threaten the United States' position in the global 5G market. This has led the United States to implement a policy of banning Huawei so that American companies can increase R&D investment, develop new innovations, and look for the best strategies to maintain their position in the global market without direct competition from Huawei. The idea of National Interest is that the United States has a national interest in winning the 5G market which can encourage the country's economic prosperity, so the United States is trying to protect the domestic market by implementing a policy of banning Huawei's 5G technology.
