EVALUASI PENERAPAN KESELAMATAN DAN KESEHATAN KERJA DENGAN MENGGUNAKAN METODE HIRARC PADA PROYEK PEMBANGUNAN DEPO LOKOMOTIF KERTAPATI WILAYAH DIVISI REGIONAL III PALEMBANG
Occupational Safety and Health (OSH) plays an important role in construction projects to prevent workplace accidents, protect workers, and ensure that project activities run safely and efficiently. The construction sector is known to have a high risk of accidents in Indonesia due to weak supervision, low compliance with safety procedures, and the suboptimal implementation of OSH management systems. This study aims to analyze the implementation of OSH in the construction project of the Kertapati Locomotive Depot, Regional Division III Palembang, using the Hazard Identification, Risk Assessment, and Risk Control (HIRARC) method as a systematic approach to identifying hazards, assessing risk levels, and determining appropriate control measures. Data were collected through field observations, interviews with the Health, Safety, and Environment (HSE) team, as well as document analysis and questionnaires. Risk assessment was conducted using a matrix based on the AS/NZS 4360:2004 standard. The results show that there were 45 identified potential hazards, consisting of 42 risks categorized as low and 3 risks categorized as medium, including falling from heights and electric shock hazards during electrical, plumbing, and finishing work. Risk controls were implemented based on the hierarchy of controls, including elimination, substitution, engineering controls, administrative controls, and the use of personal protective equipment (PPE). Overall, the implementation of OSH in the project has been quite effective, although supervision of high-risk activities still needs to be improved. This study confirms that the HIRARC method is effective in the identification, assessment, and control of risks and can serve as a foundation for developing more optimal and sustainable OSH strategies in construction projects.
