PARTISIPASI STAKEHOLDER DALAM PENGEMBANGAN EKOWISATA BERKELANJUTAN BUKIT LAWANG DI DESA PERKEBUNAN BUKIT LAWANG KAB.LANGKAT, SUMATERA UTARA
This study aims to determine the tourism potential with the 4A concept found in Bukit Lawang Plantation Village, Langkat Regency and to determine the form of stakeholder participation in the development of ecotourism in Bukit Lawang. This study uses purposive techniques in the selection of informants, data collection is done by observation, in-depth interviews, and documentation methods. The data collected in the form of observations and interview results were analyzed using the theory of participation according to Cohen and Uphoff (1980), there are 4 types of participation that have involved Bulit Lawang Village stakeholders in the development of tourist destinations. The first participation is decision-making which is carried out in the form of deliberations. The participation of bukit lawang key stakeholders in planning deliberations is the involvement of stakeholders, namely communicating to aspire to the plan and also consulting on tourism planning to supporting stakeholders. Second, the participation of key stakeholders in the development of tourist attractions, namely guarding the bahorok river flow area, improving facilities, accessibility, accommodation and additional services, as well as monitoring flora and fauna in the TNGL Forest. Third the benefits of tourist attractions for key stakeholders are increasing the family economy, the arrival of local and foreign tourists, these benefits are felt by the community or primary stakeholders where they greatly benefit from business opportunities, new jobs and becoming staff at the hotel. Fourth, stakeholder participation in the evaluation stage, namely evaluation discussions carried out only among tourism object owners or only among key stakeholders. And the development of sustainable ecotourism Bukit Lawang has increased seen from the 4A concept, namely Attraction, natural and artificial attractions that are the center of tourist attractions in Bukit Lawang such as natural objects such as the flow of the Bahorok river and artificial attractions in the form of rafting using tires. Amenities (Amenity) accommodation that is built and managed directly by key stakeholders or owners of tourist attractions. Accessibility, namely travel to Bukit Lawang tourism is easy to reach using land routes and the roads are paved. Anciliary services such as management institutions in helping local and foreign tourists to obtain information related to tourism in Bukit Lawang such as; Travel Agent for travel agencies, and Tourist information.
