The purpose of this study is to describe the implementation of Mayor Regulation (Perwali) No. 23 of 2023 concerning Electronic-Based Government Systents (SPBE) in Palembang City and to identify whether Mintorejo online is a manifestation of the implementation of that regulation. The policy implementation theory used is Richard Mailand's (1995) model, which focuses on the dimensions of ambiguity and conflict. The research design employs a mixed-method approach (qualitative and quantitative). Data were collected through interviews, application observation, and online questionnaires. From residents who use the Mintorejo online application, 30 respondents were obtained. The results show that residents responses to the Mintorejo online application were very good and good Support and commitment from neighborhood leaders (RT and RW) were also perceived positively by the residents. In terms of sustainability, stakeholder support, and the absence of conflicting interests, responses were likewise good. However, based on interviews with key informants, two aspects under the ambiguity dimension namely, the clarity of instruction and the availability of information from Perwali No. 25 of 2023 were not fulfilled Furthermore, under the conflict dimemion, support from the Palembang City Government was also lacking This situation indicates that the relationship between the Palembang city government and the Mintoreja village government can be categorized as experimental implementation. Therefore, the effective efficient transparent, and accountable governance and public service delivery embodied in Mintoreja online, as part of the SP'BE initiative, does not constitute a realization of the Perwall. The applicanon is purely an initiative of the neighborhood head (RT) in managing governance and services at the village level (RT26 and RT27) Theoretical suggestion for future researchers include conducting a deeper study of the implementation of this Perwali from the perspective of policymakers in the Palembang City Government and from the perspective of RTA, RIFs, or sub-districts that have not yet digitalized their governance and public services For the Palembang City Government it a recommended to improve coordination and support for the implementation of SPRE
