The UPTD (Technical Implementing Service Unit) of Population and Civil Registration Services (Disdukcapil) is an administrative service unit at the district level under the Department of Population and Civil Registration. This study aims to determine the role of officers at the UPTD of Population and Civil Registration Services in Zona IX, Sukarami District, Palembang City, in issuing E-KTPs (Electronic Identity Card), utilizing Biddle and Thomas's Role Theory. A qualitative approach was used in this research, with data collection techniques including observation, interviews, and documentation. The results indicate that the officers at the UPTD have performed their roles effectively. From the expectation dimension, the community expects faster, easier, and more efficient E-KTP issuance services. The norm implementation dimension is functioning well, supported by the Mayor's Regulation Number 1 of 2019 on the Establishment of UPTD Disdukcapil, further reinforced by a task letter issued by the Head of Disdukcapil of Palembang City, along with the SOP of Disdukcapil 2022. In the behavioral manifestation dimension, the officers have performed well according to expectations and norms, facilitating E-KTP issuance from the requirement phase to the procedural phase. Moreover, in executing their duties and responsibilities, the UPTD Disdukcapil officers work systematically and follow established procedures. The evaluation and sanction dimension has received positive responses, with officers providing clear and proper guidance in their services. However, improvements are needed regarding the attitude, hospitality, and certainty in completing E-KTP printing. Keywords: Expectations, Norms, Real Manifestation, Evaluation and Sanctions
