DIFUSI INOVASI PROGRAM “DIGITAL KITO GALO” BAGI UMKM (Studi Kasus pada Tim Implementasi Kebijakan Sistem Pembayaran Kantor Perwakilan Bank Indonesia Provinsi Sumatera Selatan)

This study aims to analyze the process of public policy innovation diffusion in the "Digital Kito Galo" program initiated by the Representative Office of Bank Indonesia for South Sumatra Province, as an effort to promote digitalization of the payment system through the use of QRIS (Quick Response Code Indonesian Standard) among Micro, Small, and Medium Enterprises (MSMEs). The research focuses on the persuasion stage of Everett M. Rogers' diffusion of innovation theory, which includes five main dimensions: relative advantage, compatibility, complexity, trialability, and observability. This study uses a descriptive qualitative method with a case study approach. Data collection techniques include in-depth interviews with the payment system policy implementation team, as well as MSME actors who have and have not adopted QRIS. The data analysis process includes data reduction, data presentation, and drawing conclusions. The results show that the difjtion process of the Digital Kito Galo program has been fairly optimal, particula ty in terms of relative advantage, compatibility, and observability. QRIS has proven to enhance the efficiency of MSME transactions, align with local needs and culture, and its benefits have begun to be seen in urban areas. However, challenges remain in the areas of complexity and trialability. This study recommends expanding the scope of education and providing more intensive assistance for MSMEs that have not yet adopted QRIS, as well as encouraging closer collaboration between Bank Indonesia as a facilitator and Payment Service Providers (PJSP) to support a more comprehensive and inclusive adoption of QRIS
