TRANSFORMASI DIGITAL DALAM PELAYANAN (STUDI PADA BADAN KEPEGAWAIAN DAN PENGEMBANGAN SUMBER DAYA MANUSIA KOTA PALEMBANG)
Digital transformation is a strategic step taken by government institutions to enhance efficiency, transparency, and accountability in public service delivery. This study aims to analyze the digital transformation process at the Personnel and Human Resources Development Agency (BKPSDM) of Palembang City. The research uses a qualitative approach with a Participatory Action Research (PAR) methodology, involving observation, in-depth interviews, and document analysis. The results show that BKPSDM has implemented various digital systems such as the SIMPEG application, online service portals, and ASN performance management systems. This transformation has positively impacted administrative efficiency, data accuracy, and service delivery speed. However, challenges remain, including limited infrastructure, human resource capabilities, and cultural resistance to digital change. The study concludes that while digital transformation at BKPSDM Palembang is progressing, it has not yet reached its full potential. A comprehensive and sustainable strategy is needed, including capacity building and infrastructure development. These findings are expected to contribute to local government efforts in developing more adaptive and responsive digital public services in the era of the Fourth Industrial Revolution.
