DETERMINAN KEPESERTAAN JAMINAN KESEHATAN NASIONAL NON-PENERIMA BANTUAN IURAN (JKN NON-PBI) DI PROVINSI SUMATERA SELATAN BERDASARKAN DATA SUSENAS TAHUN 2023

The percentage of non-contributory participants in the National Health Insurance (JKN) scheme in South Sumatra is still quite low compared to contributory participants in 2021, with non-contributory participants at only 17.85% while contributory participants are at 28.65%. Based on this data, an evaluation is needed because achieving Universal Health Coverage (UHC) is supported by the participation of non-contributory participants. The objective of this study is to analyze the determinants of participation in the National Health Insurance (JKN) among non-contributory participants in South Sumatra Province. This study is a quantitative study with a cross-sectional approach using data from the 2023 National Socio-Economic Survey (SUSENAS). The sample consists of 14,525 respondents who met the inclusion and exclusion criteria. Data were analyzed univariately, bivariately using the chi-square test, and multivariately using multiple logistic regression analysis. The results show that the percentage of non-contributory participants in the National Health Insurance (JKN) is 35.8%, with 40.2% being Wage Workers (PPU), 24.7% being Non-Wage Workers (PBPU), and 4.5% being Non-Workers (BP). Characteristics with a significant relationship include higher education level, employment status, marital status, living in urban areas, and middle to high economic status. The most influential predictor is urban areas with PR = 1.372 (95% CI: 1.157-1.587) after controlling for other variables. This study concludes that urban area typology significantly affects participation in the National Health Insurance (JKN) among non-contributory participants due to differences in access, facilities, and health service infrastructure, as well as information in rural and urban areas. It is expected that the South Sumatra Government can collaborate with village governments and relevant stakeholders regarding programs to increase participation, especially in the independent segment.
