ANALISIS KEBIJAKAN MANDATORI BIODIESEL 35 (B35) DALAM PELAYANAN DAN DISTRIBUSI BAHAN BAKAR MINYAK OLEH PT. MANDIRI KITA SUKSES PROVINSI SUMATERA SELATAN

This study aims to analyze the implementation of the Mandatory Biodiesel 35% (B35) policy and identify distribution challenges faced by PT. Mandiri Kita Sukses in South Sumatra Province. The B35 policy is part of the government's strategy to reduce dependence on fossil fuels and accelerate the transition to renewable energy. However, its field implementation still encounters various issues. A qualitative research method with a case study approach was employed. Data were collected through interviews, observations, and documentation, and analyzed using William N. Dunn’s public policy theory, which includes five dimensions: problem formulation, forecasting policy recommendation, monitoring, and evaluation. The findings reveal that the implementation of the B35 policy has yet to reach optimal levels. Major obstacles identified include inconsistent product quality, limited distribution infrastructure, illegal levies, and potential fraud in the distribution process. This study recommends strengthening oversight, improving product quality, and restructuring the distribution system to support the success of the B35 policy.
