ABSTRAK KOLABORASI PENTAHELIX PADA PROGRAM SATU ORGANISASI PERANGKAT DAERAH (OPD) SATU DESA BINAAN DALAM PENGENTASAN KEMISKINAN EKSTREM DI PROVINSI MALUKU (Studi Pada Enam Desa Prioritas di Kabupaten Seram Bagian Timur) Karya tulis ilmiah berupa tesis, Juni 2025 Rusmiati Mahu, dibimbing oleh Prof. Dr. Alfitri, M.Si dan Dr. Katriza Imania, M.Si Kemiskinan ekstrem merupakan permasalahan yang bersifat multidimensi dan tidak dapat diselesaikan hanya melalui pendekatan sektoral dan intervensi konvensional. Dalam konteks Provinsi Maluku, khususnya di Kabupaten Seram Bagian Timur, kemiskinan ekstrem masih menjadi persoalan mendesak yang membutuhkan strategi kolaboratif lintas sektor. Penelitian ini bertujuan untuk menganalisis proses kolaborasi pentahelix dalam Program Satu OPD Satu Desa Binaan sebagai salah satu strategi inovatif dalam pengentasan kemiskinan ekstrem. Pendekatan yang digunakan adalah kualitatif dengan studi pada enam desa prioritas di Kabupaten Seram Bagian Timur. Penelitian ini menggunakan teori kolaborasi Emerson, Nabatchi, dan Balogh (2012) untuk mengkaji dinamika kolaborasi, tindakan kolaboratif, dan dampak yang dihasilkan. Hasil penelitian menunjukkan bahwa meskipun kolaborasi pentahelix telah dimulai namun belum sepenuhnya optimal, dinamika kolaborasi masih menghadapi berbagai kendala seperti rendahnya koordinasi lintas aktor, keterbatasan peran sektor non pemerintah, serta minimnya evaluasi kolaboratif yang menyeluruh. Namun, di desa-desa yang mendapatkan pendampingan aktif, kolaborasi terbukti mampu menciptakan perubahan positif melalui peningkatan partisipasi masyarakat, penguatan kapasitas lokal, dan penciptaan nilai sosial-ekonomi baru. Temuan penelitian juga menyoroti pentingnya keberlanjutan kolaborasi melalui pembentukan tim koordinasi lokal, pelibatan aktor baru, penyusunan roadmap kolaboratif serta penyempurnaan skema kebijakan pengentasan kemiskinan. Kebaruan dari penelitian ini terletak pada penerapan teori kolaborasi Emerson dalam konteks program daerah berbasis pentahelix, dengan fokus pada penghapusan kemiskinan ekstrem di wilayah kepulauan. Penelitian ini diharapkan dapat memberikan kontribusi teoritis dan praktis dalam penguatan tata kelola kolaboratif di daerah tertinggal untuk mencapai target penghapusan kemiskinan ekstrem secara berkelanjutan. In the context of Maluku Province, particularly in East Seram Regency, extreme poverty remains an urgent challenge that requires cross-sectoral collaborative strategies. This study aims to analyze the pentahelix collaboration process within the “One Local Government Agency (OPD) One Fostered Village” Program as an innovative strategy for addressing extreme poverty. The study employs a qualitative approach with a case study on six priority villages in East Seram Regency. It uses the collaborative governance framework by Emerson, Nabatchi, and Balogh (2012) to examine collaborative dynamics, joint actions, and resulting impacts. Findings reveal that while pentahelix collaboration has been initiated, it is not yet fully optimal. The collaborative process still faces several challenges, including weak cross-actor coordination, limited involvement of non-governmental actors, and the absence of comprehensive collaborative evaluations. However, in villages where active facilitation has occurred, collaboration has shown positive impacts, including increased community participation, strengthened local capacities, and the creation of new socio-economic value. The study also emphasizes the need for sustained collaboration through the establishment of local coordination teams, engagement of new actors, formulation of a collaborative roadmap, and refinement of poverty alleviation policy frameworks. The novelty of this research lies in the application of Emerson’s collaborative theory in a regional program context based on the pentahelix model, with a specific focus on eliminating extreme poverty in archipelagic regions. This research is expected to contribute both theoretically and practically to strengthening collaborative governance in underdeveloped areas to support sustainable poverty eradication.
