SYSTEMATIC REVIEW : FAKTOR YANG MEMPENGARUHI PENUNGGAKAN IURAN JKN DI INDONESIA.
The number of arrears in JKN contributions in Indonesia continues to increase every year. Based on the Social Security Monitoring and Evaluation System of the National Social Security Council (SISMONEV-DJSN), the number of BPJSparticipants who are inactive due to arrears in contributions recorded a significant increase, from 15.67 million people (51 %) in 2022 to 48.25 million people (76.1%) in April 2023. This research aims to identify factors that influence arrears in JKN contributions. This study used a systematic review method referring to the Preferred Reporting Items for Systematic Reviews and MetaAnalysis (PRISMA) guidelines. Article searches used four databases, namely PubMed, Science Direct, Google Scholar, and ProQuest. Inclusion criteria are articles published in the 2015-2024 period and focus on the population of JKN participants who are in arrears. There were 17 articles reviewed with The Joanna Briggs Institute (JBI) Critical Appraisal and 13 articles were found with quality scores according to JBI's assessment. The dominant influencing factors are knowledge, education, perception, distance to the place of payment, income, and number of family members which greatly influence individual or family compliance in paying National Health Insurance (JKN) contributions. It is necessary to increase public knowledge and understanding of the importance of JKN through effective outreach, increasing and facilitating access to payments, and implementing flexible payment policies or schemes.
