Delhi, is one of the largest city that exist in India with high urbanization, that also cause other problems like bad quality of traffic and polution. Goverment of India and Goverment of National Capital Region Delhi, establish a goverment agency called Delhi Metro Rail Cooperation (DMRC) with consultation from Japan International Cooperation Agency (JICA) with aim to solve the traffic and polution problem in Delhi, India. Despite the Goverment of India and Goverment of NCR Delhi had been involved Delhi Metro Project, the presence of Japan’s Official Development Assitance (ODA) system, was also a major factor in the Delhi Metro’s success. This study aims to explain how effective bilateral cooperation between India and Japan through JICA in the construction of Delhi Metro Mass Rapid Transit (MRT) in India. The approaches used in this research, K. J. Holsti’ Plan of Action with three dimensions those are Strengthening Cooperation, Information Sharing, and Action of Constribution from both parties. Meanwhile, this research uses qualitative research methods. The outcome of this study shows that the successful construction of the Delhi Metro is based on several factors, such as this cooperation was strengthened by the presence of certain agreements and mutual opinions that also serve as the basis for other elements in this cooperation. The sharing of information from India and Japan, are also presented in several forms. Finally, actions and contributions from both parties are also present so as to ensure the successful construction of the Delhi Metro MRTs in India. Furthermore, the original purpose of the construction of the Delhi Metro can be said to have been sufficiently fulfilled.
