Indonesia ranks second as a sender of migrant workers in Southeast Asia. The role of migrant workers is significant for Indonesia, as they contribute to the country's foreign exchange earnings, earning them the nickname "VIP members of Indonesian society." Indonesian migrant workers also have a good reputation internationally for their perseverance, tenacity, and diligence. Deciding to become a migrant worker is not an easy choice because it involves leaving one's homeland for work abroad. Those who choose to work as migrants, especially far from home, undoubtedly have strong reasons for seeking opportunities abroad. Thus, migrant workers are often prayed for to depart as migrants and return as successful entrepreneurs because economics is a major factor for Indonesian migrant workers. There are many risks associated with being a migrant worker, which is why laws have been enacted to regulate their situation abroad. However, unfortunately, some irresponsible individuals exploit economic reasons to trap people into illegal migration, which is currently prevalent in Cambodia. This study aims to identify the triggering factors for the emergence of non-procedural migrant workers, efforts to address this issue, and alternative solutions. The researcher employed a qualitative method. The study concludes that efforts have been made both in Indonesia and Cambodia, with relevant actors such as BP2MI, the Ministry of Foreign Affairs, police, and immigration working synergistically to address the issue. However, the study also suggests the need for new measures to tackle this problem. Keyword: Non-Procedural Migrant Workers, Indonesia, Cambodia, Efforts
