PENERAPAN FRAMEWORK COBIT 2019 DALAM TATA KELOLA TEKNOLOGI INFORMASI PADA SISTEM INFORMASI PERPUSTAKAAN UNIVERSITAS SRIWIJAYA
This study examines the application of COBIT 2019 in supporting IT governance at the Sriwijaya University Library, with a focus on risk management, information security, and security operations. The main problem identified is the gap between existing policy documentation and its technical implementation, including insufficient performance measurement. The study aims to evaluate the capability levels of APO12, APO13, and DSS05, identify gaps, and propose improvement actions using COBIT 2019 design factors, with assessment results mapped to standardized Capability Levels. The findings show that APO12 and DSS05 achieve Level 3 (Defined) with scores of 77.8% and 83.3%. APO13, although currently scoring 40%, demonstrates partial fulfillment of Level 4 (Quantitatively Managed) indicators; however, the percentage indicates that the domain has not yet met the threshold typically associated with fully achieving Level 4, positioning it instead as progressing toward that level rather than having attained it. The study contributes by providing a structured approach for aligning enterprise goals, alignment goals, and governance/management objectives (EG–AG–GMO) within the library context and offering a practical model for leveraging COBIT 2019 design factors to prioritize IT governance domains in higher education institutions. The research concludes that improvements are needed in technical implementation, quantitative measurement, and centralized monitoring. Future recommendations include developing a comprehensive library risk report, conducting routine vulnerability assessments, and implementing centralized system monitoring through units such as ICT.
