TINJAUAN SISTEMATIS: IMPLEMENTASI STRATEGI PENGENDALIAN KEBAKARAN HUTAN DAN LAHAN DI INDONESIA

Forest and land fires (karhutla) in Indonesia occur annually and have significant environmental and economic impacts. Extensive fluctuation of karhutla from 2015 to 2024 highlights the importance of evaluating the effectiveness of forest and land fire control strategies (dalkarhutla) that have been implemented. This study aims to systematically examine the implementation of these strategies in Indonesia, focusing on prevention, mitigation, and post-fire recovery. A systematic review was conducted using the PRISMA approach, analyzing literature from five databases (PubMed, Science Direct, Google Scholar, DOAJ, and Garuda). Of 1,461 identified articles, 44 (37 in Indonesian and 7 in English), published between 2015 and 2025, met the inclusion criteria. The studies were assessed using the JBI Critical Appraisal Checklist for qualitative research and analyzed narratively. The results show that implementation has covered prevention, mitigation, and post-fire actions, involving technology, infrastructure, and active participation of communities and local institutions. Before the COVID-19 pandemic, dalkarhutla efforts were weak in coordination and implementation. The decrease in forest and land fire cases during the pandemic was due to limited human activity, rather than improved strategy implementation. After the COVID-19, dalkarhutla efforts were reinforced through the optimization of technology, institutional synergy, and community empowerment. The implemented strategies have referred to the Regulation of the Minister of Environment and Forestry No. 32 of 2016. However, field implementation still faces major challenges, including limited human resources, insufficient budget, weak inter-agency coordination, and low public awareness. Effective initiatives, such as establishing community groups like The Power of Mama, need to be widely adopted throughout Indonesia to strengthen future fire control efforts.
