EVALUASI TINGKAT KEMATANGAN TATA KELOLA TEKNOLOGI INFORMASI MENGGUNAKAN FRAMEWORK COBIT 2019 DAN ITIL V4 PADA APLIKASI BRAVO DI DITLANTAS POLDA SUMATERA SELATAN

The implementation of the BRAVO application at the Traffic Directorate (Ditlantas) of the South Sumatra Regional Police still faces challenges such as network instability, third-party dependency, and technical disruptions, indicating weaknesses in IT governance. This study aims to assess the maturity level of IT governance using the COBIT 2019 and ITIL V4 frameworks. The research began with a design factors analysis to identify relevant COBIT 2019 domains, MEA03, DSS02, and DSS03, which were then mapped to ITIL V4 processes. Questionnaires were distributed based on role mapping in the RACI Chart to assess process responsibilities and maturity levels. The results show that MEA03 and DSS02 reached Level 3, while DSS03 remained at Level 2. The gap analysis revealed a two to three level difference between current and expected conditions. In conclusion, improving compliance, incident, and problem management is essential to strengthen IT governance and enhance public service quality.
