PENGARUH BELANJA FUNGSI PENDIDIKAN, BELANJA FUNGSI KESEHATAN, DAN BELANJA FUNGSI PERLINDUNGAN SOSIAL TERHADAP TINGKAT KEMISKINAN DI PROVINSI NUSA TENGGARA TIMUR
This study analyzes the effect of education function expenditure, health function expenditure, and social protection function expenditure on the poverty rate in East Nusa Tenggara Province for the period 2017–2023 using the Random Effects Model approach. The results indicate that the three variables jointly have a significant effect on poverty. Partially, education expenditure is not significant and tends to have a negative effect due to the dominance of personnel spending, which does not directly support poverty alleviation. Health expenditure has a significant negative effect, while social protection expenditure has a positive effect, indicating that the misallocation of assistance that does not align with the actual needs of the community can worsen poverty conditions. These findings highlight the importance of optimizing budget allocation and spending effectiveness to support sustainable poverty reduction efforts.
