This study aims to describe how commercial diplomacy activities through tourism promotion of yogyakarta special region in sister province cooperation with kyoto prefecture, japan, this research focuses on commercial diplomacy that occurs focusing on the field of tourism. this research uses a type of qualitative-explanatory research that is research that explains a phenomenon in international relations. the author uses several theories/concepts used namely the theory of paradiplomacy and the concept of commercial diplomacy. The results of this study are the interactions carried out by local governments with regional governments or institutions abroad from different backgrounds of government systems that will allow autonomous regions to promote their interests which will generate commercial value. The success of local governments in utilizing interdependent relationships that can provide benefits by attracting investment, international trade and tourism. For 35 years, the sister province cooperation between Yogyakarta and Kyoto Prefecture has produced beneficial results for both parties, and this sister city/province cooperation shows that the military is no longer the sole and dominant solution to achieving national goals. There are other ways to develop cooperation, one of which is through sister province cooperation that occurs between Yogyakarta and Kyoto Prefecture.
