CAPACITY BUILDING ORGANISASI PEMBERDAYAAN KESEJAHTERAAN KELUARGA (PKK) DALAM UPAYA MENINGKATKAN PEMBERDAYAAN PEREMPUAN DI DESA PULAU SEMAMBU, OGAN ILIR

This research discusses the capacity building of the family welfare empowerment organization (PKK) in an effort to increase empowerment in Pulau Semambu Village, Ogan Ilir. The analysis process uses the theory of capacity development according to Grindle in Haryono et al (2012), namely HR development, organizational strengthening, and institutional reform. The research method used is descriptive qualitative research. The data sources used include primary data and secondary data. The data collection uses interviews, observation, documentation, and literature study methods. The results showed that the capacity development of the family welfare empowerment organization (PKK) has not gone well in an effort to increase women's empowerment in Pulau Semambu Village, Ogan Ilir when viewed from the following dimensions: 1) In terms of human resource development, training indicators, incentive systems, and work environment conditions have almost the same obstacles, namely inadequate budget. 2) In terms of organizational strengthening, the indicator of the financial system where the budget is inadequate, while the indicator of the use of personnel from the members is active but tends to be just that. 3) In terms of institutional reform, the indicators of institutionalizing the vision and mission for administrators and members are aware of the various programs and activities carried out by the PKK Pulau Semambu Village. Furthermore, the indicator of policy change has not been fully implemented according to the 2021 policy direction guidelines from the central PKK. Suggestions that can be given in this study, namely the government can increase the availability of budget to support the implementation of PKK work programs including supporting the provision of facilities and infrastructure. PKK can also establish broader cooperation with external parties as an alternative to support the implementation of work programs that empower women's communities.
