School dropout among adolescents for various reasons is very unfortunate, as education has the potential to change a person’s life. Sanggar Kegiatan Belajar (SKB) is a place for individuals who have dropped out of school. The title of this research is “Empowerment of School Dropouts in Skill Development by Sanggar Kegiatan Belajar (SKB) in Palembang City”. The purpose of this study is to understand the empowerment efforts in developing the skills of school dropouts, as well as the constraints and obstacles faced by SKB in this endeavor in Palembang City. This research uses the concept of community empowerment from Jim Ife. The research method used is qualitative with a case study approach. The determination of informants consists of 8 individuals including leaders, teaching staff, and students at SKB. The types and sources of data in this study include primary and secondary data, collected through observation, in-depth interviews, and documentations. The results of this study indicate that SKB’s efforts to empower school dropouts in skill development are carried out through several means, such as soft skill empowerment, hard skill empowerment, formal education equivalency, learning approach efforts, and learning intensity. Additionally, the constraints and obstacles faced by SKB in developing the skills of school dropouts in Palembang City include difficulties in communication during the learning process, a lack of student motivation, and students who cannot read.
