OPTIMASI PROSES LAYANAN PERPUSTAKAAN MELALUI BUSINESS PROCESS IMPROVEMENT (BPI), PROCESS CYCLE EFFICIENCY (PCE), DAN FAILURE MODE AND EFFECT ANALYSIS (FMEA) STUDI KASUS: DINAS PERPUSTAKAAN PROVINSI SUMATERA SELATAN

Efficient library services are an important factor in improving the quality of public services. This study aims to optimize the membership registration process and the book borrowing and return services at the South Sumatra Provincial Library Office using the Business Process Improvement (BPI), Process Cycle Efficiency (PCE), and Failure Mode and Effect Analysis (FMEA) approaches. The As-Is process analysis was conducted to identify manual activities that hinder efficiency and increase the risk of errors. Based on the evaluation results, a digital To-Be process was designed to simplify the workflow, eliminate non-value-added activities, and improve information accuracy. Efficiency measurements using PCE showed a significant increase, with the membership registration PCE reaching 99.72% and the book borrowing PCE reaching 96.27%, indicating that the proportion of value-added time in the To-Be process is much higher compared to the As-Is process. Through FMEA, the most critical potential failures were identified, including risks in the membership card printing stage (RPN 240) and borrowing record entry (RPN 210). These findings provide a basis for designing more appropriate mitigation strategies in the digital process. Thus, the integration of BPI, PCE, and FMEA has been proven to produce faster, more accurate, and more reliable service processes, making it a useful reference for government institutions in improving the quality of public services.
