DIFUSI INOVASI PROGRAM DESA MERDEKA SAMPAH DI KABUPATEN TEGAL PROVINSI JAWA TENGAH
The Waste-Free Village Program (DMS) is a public policy innovation initiated by the Environmental Agency of Tegal Regency, targeting villages in the Tegal Regency area as program implementers. This research was conducted to analyze the diffusion of innovation of the Waste-Free Village (DMS) Program in Tegal Regency, Central Java Province, and also identifying the factors influencing the diffusion of this program innovation. The research used a qualitative approach. Data collection techniques were carried out through interviews, observation, and documentation study. This research found that the diffusion of the Desa Merdeka Sampah (DMS) Program innovation in Tegal Regency showed positive progress, supported by the core elements of Rogers' Diffusion of Innovation theory. Factors facilitating the program's diffusion included: (1) Innovation characteristics; (2) Effective communication channels; (3) A structured innovation-decision process; (4) A strong social system marked by active local leadership and community participation. Conversely, factors impeding the innovation's diffusion were: (1) The multidimensional complexity of the innovation; (2) The persistence of old, resistant norms, which also influenced the adoption rate. The study suggests that the Tegal Regency Government should optimize financial incentives, simplify program implementation, proactively facilitate land acquisition and legalization, and systematically leverage the program's observable successes.
