EFEKTIVITAS PELAKSANAAN PROGRAM PENGANGKATAN ANAK YANG MASIH MEMILIKI HUBUNGAN KELUARGA DI KOTA PALEMBANG TAHUN 2024 (STUDI KASUS PADA DINAS SOSIAL KOTA PALEMBANG)
This study aims to analyze the effectiveness of the implementation of the kinship-based child adoption program in Palembang City in 2024. The research employs a qualitative method with a descriptive approach through interviews, observations, and documentation involving stakeholders, social workers, and prospective adoptive parents. The analysis is based on Edy Sutrisno’s (2007) effectiveness theory, which includes five indicators: program understanding, target accuracy, timeliness, goal achievement, and tangible change. The findings show that the program has been fairly effective in several aspects, such as the implementers’ and community’s understanding of the program, the accuracy of the target based on family relationships, and the achievement of program objectives in terms of improving the welfare and legal certainty of adopted children. However, the timeliness aspect still faces challenges, as the adoption process—which can take up to one year—is considered lengthy and complicated by some community members. In addition, the complexity of administrative requirements becomes an obstacle for prospective adoptive parents to complete the process up to the court stage. Overall, the program has brought tangible improvements to the social and economic conditions of the children, but enhancements in service delivery and socialization efforts are still needed to strengthen public trust and increase participation in pursuing formal adoption procedures.
