This study aims to investigate the implementation of fulfilling the rights of foster children based on Law Number 35 of 2014 regarding Child Protection at Moriah Orphanage in Palembang City. This research employs a qualitative approach with a case study method. The sampling technique used in this research was purposive sampling with 8 informants. Data collection techniques included documentation and interviews. Data analysis techniques involved data reduction, data presentation, and drawing conclusions. The results indicate that the implementation of fulfilling the rights of foster children according to Law Number 35 of 2014 at Moriah Orphanage in Palembang City has been conducted but not optimally, due to several obstacles including financial constraints, limited facilities and infrastructure, legal protection challenges, dependence on external donors, communication challenges with parents, financial barriers from parents, and uncertainty of government support.
