ANALISIS IMPLEMENTASI KEBIJAKAN KERJASAMA DALAM BIDANG PELAYANAN KESEHATAN BAGI JAMAAH HAJI DAN UMRAH ANTARA INDONESIA-SAUDIA ARABIA
Indoncsia is the country that sends the most migrants to Arabia, mainly for Hajj, umrah, and pilgrimage to Mecca. Indonesia sends between 168,000 and 220,000 Hajj congregations every year. The number of Hajj jamaahs continues to rise as Indonesia's economy grows and progresses, and recently the number of registrants has exceeded quota. Various issues have arisen, such the difficulty of providing raw rice food, the crime among the Hajj congregations Jeddah, Mecca, and Medina, well as the casc of the Haji congregation lost Medina resulting in the deaths of many Indonesian Hajj. The of a Hajj may be caused by various factors, including the unpredictable health condition of the Hajj while performing prayer in the Holy Land, as well as the influence of age factors. The number of Indonesian Hajis who died in Saudi Arabia from 2015 2023 is highest the year 2023 to more than 700. The study uses S.Van Meter and Karl Van Horn's Theory to analyze implementation of cooperative policies in the field of Haji and Umrah health care in Indonesia-Saudi Arabia. The main focus of the study is to find factors that affect how effective the policy implementation is, measure the extent to which its implementation succeeds, and evaluate how such policies affect the quality of health services received by the congregation.
