PERAN DINAS SOSIAL PROVINSI SUMATERA SELATAN DALAM PENANGANAN ORANG TERLANTAR PERJALANAN
The problem of stranded travelers in South Sumatra Province continues to rise each year, as shown by the increase in cases from 560 in 2021 to 917 in 2024. This escalation is driven by economic factors, migration, loss of supplies, fraud, and high community mobility. These conditions demand the South Sumatra Provincial Social Service to play a strategic role in delivering social services and protection. This study aims to determine the role of the South Sumatra Provincial Social Service in handling stranded travelers by using Soekanto’s (2009) role theory and a descriptive qualitative method through interviews, observation, and documentation. The findings reveal that the Social Service has a clear understanding of its duties and functions (role conception), and that the community holds high expectations for fast and accurate services (role expectations). The implementation of this role includes data collection, identification, provision of basic needs, cross-agency coordination, and issuance of forwarding certificates. However, the implementation is still constrained by limited budget and human resources, resulting in less optimal service effectiveness. This study concludes that although the Social Service has carried out its role, it has not yet reached optimal performance. Therefore, it is recommended to increase budget allocation and add more human resources so that services for stranded travelers can be more effective and sustainable.
