Poverty remains a critical issue in South Sumatra Province, even though poverty rates have shown a downward trend in recent years. The Family Hope Program (PKH), as a conditional cash transfer program, is expected to strengthen social protection while promoting the welfare of low-income households. However, the consistently high number of PKH beneficiaries indicates the need for more adaptive policies to ensure the program's effectiveness amid rapidly changing social dynamics. This study aims to analyze the adaptive policy factors in the implementation of PKH at the South Sumatra Provincial Social Affairs Office using the Adaptive Policy framework by Swanson and Bhadwal (2009), which consists of seven indicators: integrated and forward-looking analysis, multi-stakeholder deliberation, adjustment, enabling self-organization, decentralization of decision-making, promoting variation, and formal policy review with continuous learning. This study employs a descriptive qualitative method, with data collected through in-depth interviews, field observations, and documentation from PKH reports and related institutional data. Informants include officials from the Social Affairs Office, PKH facilitators, and PKH beneficiary households (KPM). The findings indicate that adaptive policy practices in PKH have been implemented through digital data systems (SIKS-NG and DTSEN), strengthened roles of facilitators, cross-sectoral coordination, and flexible aid distribution mechanisms adjusted to local conditions. Nevertheless, challenges remain regarding targeting accuracy and resource limitations in certain areas. Overall, adaptive policies are essential in maintaining the relevance and effectiveness of PKH, yet further improvements in evaluation and continuous development are needed to maximize the program's impact on community welfare.
