EFEKTIVITAS PROGRAM USAHA EKONOMI PRODUKTIF DALAM PEMBERDAYAAN EKONOMI MASYARAKAT MISKIN DI KABUPATEN BANYUASIN TAHUN 2024 (STUDI KASUS PADA DINAS SOSIAL PROVINSI SUMATERA SELATAN) (STUDI KASUS PADA DINAS SOSIAL PROVINSI SUMATERA SELATAN)
This research is motivated by the condition of poverty in Banyuasin Regency which remains quite high, thus requiring an empowerment program capable of increasing the economic independence of the community. The Productive Economic Enterprise (UEP) Program is present as a government effort through the provision of capital to encourage the development of small businesses among poor communities. Based on this, this study aims to answer the research question of how effective the Productive Economic Enterprise Program is in empowering poor communities in Banyuasin Regency in 2024. This study aims to determine the effectiveness of the (UEP) Program in the economic empowerment of poor communities in Banyuasin Regency in 2024. This study uses a descriptive qualitative method with data collection techniques through in-depth interviews, observation, and documentation. The research informants consisted of the Head of the Section for Handling Poverty in Specific Areas, UEP facilitators, and program beneficiaries. Data analysis was carried out through data reduction, data presentation, and conclusion drawing based on the effectiveness indicators according to Sutrisno (2007), namely program understanding, target accuracy, timeliness, achievement of objectives, and tangible changes. The results show that the UEP Program in Banyuasin Regency in 2024 runs quite effectively, as seen from good program understanding through clear socialization, as well as target accuracy because the beneficiaries truly come from poor families who own small businesses, although verification is often hampered by mismatches in administrative data. Timeliness is considered ineffective due to delays in the distribution of assistance, but the indicators of achieving objectives and tangible changes show positive results through improved business capacity, increased income, stable sales, and business development after receiving capital and assistance. Overall, this program has contributed to increasing the economic independence of poor communities, although it still requires improvements in several aspects.
