The objectives of this research are (1) analyze the income level of tilapia hatchery business by Sangkuriang Besemah Pokdakan in Pagar Alam Selatan District Pagar Alam City, (2) identify internal and external factors that affect tilapia hatchery business by Sangkuriang Besemah Pokdakan in Pagar Alam Selatan District Pagar Alam City, (3) analyze the strategy of tilapia hatchery business development by Sangkuriang Besemah Pokdakan in Pagar Alam Selatan District, Pagar Alam City. Data collection in this research was carried out in December 2023. The research method used is a survey method with the help of tools in the form of questionnaires. The sampling method used is purposive sampling, with a total sample of 15 tilapia seed farmers who are members of the Sangkuriang Besemah Pokdakan. The data used in this study are primary and secondary data. The data obtained in the field is processed in the form of tables using Excel, then mathematical calculations are carried out and described descriptively in accordance with the objectives to be achieved in this study. The results of the research that has been carried out show that (1) The average income of farmers in tilapia hatchery by the Sangkuriang Besemah Pokdakan, which is Rp 14.799.315 per one year. (2) The internal and external factors that affect the tilapia hatchery business of the Pokdakan Sangkuriang are internal factors. The quality of fish fry is a source of strength that affects the tilapia hatchery business with a total score of 0.57, while the source of weakness that greatly affects the business is that tilapia seed production does not continue with a total score of 0.55. The external factors that become the biggest opportunity are the increasing demand for fish fry increasing with a score of 0.52, while the threats that will affect tilapia hatchery businesses are the influence of the dry season, which hampers tilapia seed production, and pest disease disorders with a score of 0.15. (3) The suitable development strategies are aggressive strategies (growth-oriented strategy), SO strategies by maintaining the quality of tilapia fry, and increasing skilled and highly motivated human resources to learn and utilize technology in probiotic feed processing.
