EVALUASI PENERAPAN CORE VALUES APARATUR SIPIL NEGARA (ASN) DI BIRO PEMERINTAHAN DAN OTONOMI DAERAH PROVINSI SUMATERA SELATAN
This study aims to evaluate the implementation of the BerAKHLAK Core Values of the Indonesian Civil Service (ASN) at the Bureau of Government and Regional Autonomy of South Sumatra Province. The implementation of ASN core values constitutes an important part of bureaucratic reform in order to establish a professional, integrity-driven, and service-oriented work culture. This study is motivated by several issues in the implementation of these values, such as low work discipline, limited ASN competencies, and insufficient adaptation to digital systems. This research employs a qualitative approach using the CIPP (Context, Input, Process, Product) evaluation model developed by Daniel Stufflebeam. Data were collected through interviews, observations, and documentation. The results indicate that the implementation of ASN core values at the Bureau of Government and Regional Autonomy of South Sumatra Province has been largely effective, particularly in the values of Service Orientation, Harmony, Loyalty, and Collaboration. However, challenges remain in the implementation of the values of Accountability, Competence, and Adaptability, which are influenced by low ASN discipline, limited competency development training, and inadequate technological infrastructure. Therefore, it is necessary to strengthen the internalization of ASN Core Values in a sustainable manner through enhanced training and value socialization, as well as the optimization of supporting facilities and infrastructure, to ensure that the implementation of all BerAKHLAK values can be carried out consistently and optimally.
