ANALISIS SISTEM INFORMASI PEMERINTAHAN DAERAH REPUBLIK INDONESIA (SIPD RI) DALAM PENERBITAN SP2D ONLINE GAJI ASN DI BPKAD PROVINSI SUMATERA SELATAN
SIPD RI is a web-based information system designed to support regional financial management processes, including the issuance of Online Fund Disbursement Orders (SP2D) for Civil Servants’ (ASN) salaries. This study aims to analyze the success of the Republic of Indonesia Regional Government Information System (SIPD RI) in the issuance of Online SP2D for ASN salaries at the Regional Financial and Asset Management Agency (BPKAD) of South Sumatra Province, based on the DeLone and McLean Information Systems Success Model (2003), which comprises System Quality,Information Quality, Service Quality, System Use, User Satisfaction, and Net Benefits. This research employs a descriptive qualitative research method. Data were collected through interviews, documentation, and observations. The results indicate that SIPD RI has performed well in terms of flexibility, system and feature availability, speed, and ease of use, although its reliability is still influenced by the quality of OPD network connectivity. The information provided is considered relevant and easy to understand; however, data completeness and personalization require further improvement. System management services are generally perceived as good, yet responsiveness to technical issues remains relatively slow. The use of SIPD RI is highly consistent and aligned with operational needs, supported by a high frequency of access and the system’s ability to handle large transaction volumes. Users express satisfaction due to the system’s ease of use and regulatory requirements, while net benefits are reflected in improved time efficiency and faster salary disbursement processes. Overall, SIPD RI contributes positively to the success of issuing Online SP2D for ASN salaries, although further development is still required to achieve full digitalization across all types of financial transactions.
