Cultural diplomacy, as an effective tool to strengthen bilateral cooperation, has become Indonesia's main strategy to enhance its image and optimize collaboration with Tanzania. This research investigates Indonesia's cultural diplomacy efforts towards Tanzania, focusing on four key elements: Actors & Government Involvement, Objectives, Activities, and Audiences. A descriptive qualitative research method was used to gain an indepth understanding of the implementation of cultural diplomacy. Primary data sources were obtained through interviews, while secondary data were obtained from a literature review, including articles, journals, official websites, archives, and visual materials such as images and photographs. References used include “A Greater Role for Cultural Diplomacy” by Simon Mark, information from the official website of the Ministry of Foreign Affairs of the Republic of Indonesia, and sources from the official website of the Embassy of the Republic of Indonesia in Dar es Salaam. Data analysis showed Indonesia's success in implementing cultural diplomacy, which resulted in a positive response from the Tanzanian public. The research findings highlight the improvement of Indonesia's positive image, mutual understanding between the two countries, and positive contributions in facilitating collaboration in various sectors. Cultural diplomacy, as a soft strategy, is considered capable of influencing actors' behavior and decision-making, shaping a positive image, and facilitating cross-sectoral cooperation. In conclusion, cultural diplomacy is an important instrument in advancing Indonesia's national interests in Tanzania and strengthening the foundation of bilateral cooperation.
