ATRIBUT PERSUASI INOVASI PADA FENOMENA DISCONTINUATION SRIKANDI DALAM PENGELOLAAN SURAT MASUK (STUDI DI DINAS KEBUDAYAAN DAN PARIWISATA PROVINSI SUMATERA SELATAN)

This study is grounded in the phenomenon of the discontinuation of the Integrated Dynamic Archival Information System (Sistem Informasi Kearsipan Dinamis Terintegrasi or SRIKANDI) application utilized for the management of incoming correspondence at the Department of Culture and Tourism of South Sumatra Province. Despite being designed to support bureaucratic reform, the application’s implementation ceased after an eight-month period, prompting the agency to revert to manual operating procedures. The theoretical framework employed is Everett M. Rogers Attribute of Innovations Theory (2003), specifically focusing on the analysis of five innovation attributes: Relative Advantage, Compatibility, Complexity, Trialability, and Observability. This study utilizes a qualitative approach. Data were collected through observation, documentation, and in-depth interviews with six key informants selected via purposive sampling techniques. Data validity was established using source triangulation, while data analysis was conducted through the stages of data condensation, data display, and conclusion drawing. The results indicate that the dimensions of Relative Advantage and Compatibility yielded positive assessments and were not contributing factors to the discontinuation, as the application was perceived as efficient and compatible with established work procedures. Conversely, the discontinuation phenomenon was significantly driven by resistance within the remaining three dimensions: (1) Complexity, stemming from the high cognitive load of features and the digital competency gap among employees; (2) Trialability, which failed due to minimal technical assistance and training exclusivity; and (3) Observability, which was undermined by the instability of the central server infrastructure that obscured the visibility of system performance. The study concludes that the decision to revert to the manual system functions as an organizational defense mechanism against dominant technical and psychological barriers
