ANALISIS TAHAP FORMULASI STRATEGI PENGEMBANGAN SUMBER DAYA MANUSIA DI BALAI PENJAMINAN MUTU PENDIDIKAN (BPMP) PROVINSI SUMATERA SELATAN
This research is motivated by the innovation from the manual system to the digital system which still has obstacles to its employees, one of the factors is the age factor of employees. The purpose of this research is to be able to find out the formulation stage of the Human Resources Development strategy at the Education Quality Assurance Center of South Sumatra Province. This study uses the theory of Thomas L. Wheelen and J. David Hunger which suggests 2 dimensions in strategy formulation, namely environmental observation and strategy formulation. The research method used is qualitative research method. The results showed that in the environmental observation of BPMP South Sumatra Province has equal strengths and weaknesses, has great opportunities, and has great threats. Furthermore, in the dimension of strategy formulation, the mission, objectives, and policies are good but the BPMP of South Sumatra Province does not have enough of an alternative strategy that utilizes environmental observation analysis. The recommendation from the research conducted is to consider doing a SWOT analysis, so that it will get several alternative strategies. Strategies can be made with the SWOT matrix, namely: SO (strength and opportunity), WO (weakness and opportunity), ST (strength and threats), and WT (weakness and threats) strategies.
