EFEKTIVITAS PENYUSUNAN LAPORAN PENYELENGGARAAN PEMERINTAHAN DAERAH (LPPD) TAHUN 2024 DI SEKRETARIAT DAERAH PROVINSI SUMATERA SELATAN
This study aims to analyze the effectiveness of the preparation of the 2024 Regional Government Administration Report (Laporan Penyelenggaraan Pemerintahan Daerah/LPPD) at the Bureau of Government and Regional Autonomy of the Regional Secretariat of South Sumatra Province, as well as to identify the constraints encountered during the preparation process. The study employs a descriptive qualitative approach, with data collected through in-depth interviews, observation, and document analysis. The analysis is based on Gibson’s Organizational Effectiveness Theory, which emphasizes three perspectives: the goal approach, the system approach, and the stakeholder approach, in order to assess the achievement of reporting objectives, the effectiveness of the work system, and the fulfillment of stakeholder interests in the LPPD preparation process. The findings indicate that the preparation of the 2024 LPPD has generally been carried out in a fairly effective manner, particularly in terms of achieving reporting objectives and complying with existing regulatory requirements. The process has been supported by inter-agency coordination mechanisms, the utilization of the LPPD information system, and the institutional involvement of the designated drafting team. However, the effectiveness has not yet been fully optimal due to several constraints, including limited preparation time, overlapping workloads among regional agencies, human resource dynamics, and differences in technical understanding related to performance indicator reporting. Therefore, strengthening coordination, improving technical standardization, and enhancing human resource capacity are necessary to ensure a more effective, consistent, and sustainable LPPD preparation process in supporting regional government accountability.
