EVALUASI SIMDA BMD DALAM PERENCANAAN RKBMD OLEH BPKAD PROVINSI SUMATERA SELATAN
This study aims to describe the evaluation of the use of SIMDA BMD in the planning of Regional Government Asset Needs (RKBMD) by BPKKAD of South Suumatera Province. The study is motivated by the fact that the RKBMD of South Sumatera Provincial Government has never been officially approved since 2016 to 2025, despite the implementation of SIMDA BMD. The research employed a qualitative descriptive method through observation, in-depth interviews, and document analysis. The evaluation was conduct using the DeLone & McLean (2003) Information System Success Model, which consists of six dimensions: system quality, information quality, service quality, use, user satisfaction, and net benefits. The results shows that the system quality of SIMDA BMD is good enough, althought it is not yet fully integrated with RKBMD process. Next, the information quality is very good and supports the preparation of RKBMD documents, althought some supporting data such as asset photos, asset cooordinates, and file attachments are still unavailable. Then, the service quality provided by BPKP is very good, particularly in addressing user complaints and providing guidance. Next, intensive system use contributes to increaased efficiency and accelerates the preparation of RKBMD documents, resulting in very high user satisfaction. Morever, the SIMDA BMD delivers significant net benefits, including time efficiency, improved work effectiveness, and a reduction of data errors. In conclusion, this study finds that SIMDA BMD contributes positively to the RKBMD planning process by BPKAD of South Sumatera Province, although some challenges remain, like system integration and the completeness of supporting data.
