MODEL EVALUASI DALAM IMPLEMENTASI KEBIJAKAN CAR FREE NIGHT (CFN) PEDESTRIAN SUDIRMAN UNTUK PENGUATAN KAPASITAS PARIWISATA DI KOTA PALEMBANG

The Sudirman Car Free Night Pedestrian was initiated as an effort to create a tourist-friendly public space, encourage community participation, and provide promotional space for MSMEs and local cultural attractions. This study aims to evaluate the implementation of the Sudirman Car Free Night Pedestrian policy as an effort to strengthen tourism capacity in Palembang City. The research method used is a qualitative approach with data collection techniques through in-depth interviews, field observations, and policy document reviews. The analysis was carried out using William N. Dunn's (2003) policy evaluation model which includes the dimensions of effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. And Edward III's (1990) policy implementation model which includes the dimensions of communication, resources, disposition, and bureaucratic structure. In addition, the theory of Strengthening Tourism Capacity (Grindle, 1997) was used as a research output that includes individual, institutional, and system dimensions. The results of the study indicate that the Car Free Night policy is able to increase night tourism activities, provide business opportunities for MSMEs, and strengthen the city's cultural identity. However, there are obstacles in the form of limited supporting facilities, suboptimal traffic management, and varying levels of stakeholder participation. Overall, the implementation of this policy has contributed positively to strengthening tourism capacity, although improvements are still needed in aspects of coordination, infrastructure, and program sustainability. This study recommends an evaluation model for the implementation of the Car Free Night policy to strengthen tourism capacity in the city of Palembang. This study also produces a novelty in the form of a reconstruction of Edward III's theory by adding a new dimension, namely the collaboration dimension. This study also produces a reconceptualization of Car Free Night by fulfilling the implementation dimensions of Edward III and the evaluation dimension (Dunn, 2003).
