MODEL COLLABORATIVE GOVERNANCE BERBASIS KEBIJAKAN PENGAMANAN PEMBANGUNAN STRATEGIS UNTUK PENINGKATKAN EFEKTIVITAS INTELIJEN KEJAKSAAN NEGERI KABUPATEN MUSI BANYUASIN
This study is motivated by the suboptimal implementation of collaborative governance based on the Strategic Development Safeguarding Policy (Pengamanan Pembangunan Strategis PPS) in enhancing the effectiveness of intelligence functions at the Musi Banyuasin District Prosecutor’s Office. The study adopts a qualitative approach with a 2024 PPS case study design, involving 16 key and supporting informants. The research aims to analyze the conditions of government collaboration under the PPS policy and to develop a model for improving prosecutorial intelligence effectiveness by drawing on the collaborative governance framework proposed by Ansell and Gash (2008), which encompasses initial conditions, the collaborative process, and institutional design. The findings indicate that collaborative effectiveness can be achieved when power imbalances are reduced, inter-actor trust is restored, and interpersonal interactions are transformed into stable institutional structures through the formalization of coordination mechanisms, integration of information systems, standardization of decision-making processes, and strengthening of cross-agency capacity and collaborative leadership. The study’s novelty lies in the development of the Modified Ansell and Gash Collaborative Governance Model (MAG-CG Model) by incorporating trauma governance and procedural justice recovery as new prerequisites in the initial conditions stage, as well as introducing an Institutionalization Mechanism stage that emphasizes the institutionalization of collaboration through integrated SOPs, a joint secretariat, and shared data systems to ensure consistency, accountability, and long-term sustainability.
