PERAN ORGANISASI INTERNASIONAL DALAM MEMENUHI HAK ANAK DI WILAYAH KONFLIK: STUDI KASUS UNICEF DI UKRAINA
On February 24 2022, Russia officially launched its military operation into Ukraine. As a result of this conflict, more than half of the total child population in Ukraine was negatively affected. The rights of children who are negatively impacted include children's rights to education, health and protection. In fact, international awareness regarding the importance of recognizing children's rights has actually been stated in the Convention on the Rights of the Child. In relation to fulfilling children's rights contained in the CRC, this convention also gives a direct mandate to UNICEF (United Nations Children's Fund). Its mandate is officially stated in KHA article 45a. Therefore, this research aims to find out the role of UNICEF in fulfilling children's rights in conflict areas, namely Ukraine. This research uses a qualitative-descriptive method. The data source used is secondary data. In its analysis, this research uses the theory of the role of international organizations by Ian Hurd. In looking at the role of international organizations, Ian Hurd divides it into 3 dimensions. The research results show that as an international organization, UNICEF has played a role as an actor, forum and resource. As an actor, UNICEF has legal personality, raises funds and collaborates with other actors. As a fora, UNICEF has held a meeting with the President of Ukraine to discuss this issue. And, as a resource, the UNICEF’s HAC program is used as an alternative solution to this problem.
