MODEL SINERGITAS BERBASIS KEBIJAKAN PEMBERDAYAAN TENAGA KERJA DAN PENEMPATAN TENAGA KERJA SEBAGAI UPAYA PENURUNAN PENGANGGURAN (Studi pada Pencari Kerja Sektor Minyak dan Gas di Kabupaten Musi Banyuasin)
This study is motivated by the underutilization of employment opportunities in the oil and gas sector by local workers due to limited competencies, restricted access to labor market information, and insufficiently integrated placement mechanisms. The study aims to analyze and model policy-based synergies between workforce empowerment and job placement policies as a strategy to reduce unemployment among oil and gas job seekers in Musi Banyuasin Regency. A qualitative approach was employed through in-depth interviews, observations, and policy document analysis involving local government, oil and gas companies, training institutions, and job seekers. The findings indicate that policy synergy enhances job seekers’ capacities through competency-based training, professional certification, and soft skills development, while expanding employment opportunities through transparent and industry-responsive placement systems. However, implementation remains constrained by inter-agency coordination issues, limited funding, and suboptimal utilization of labor market data. This study proposes a conceptual synergy model integrating multi-stakeholder collaboration, policy alignment, and continuous evaluation as a strategic reference for unemployment reduction in oil- and gas-producing regions.
