MODEL KAPABILITAS ORGANISASI BERBASIS FUNGSI PENERANGAN HUKUM (PENKUM) UNTUK PENINGKATAN REPUTASI KEJAKSAAN TINGGI SUMATERA SELATAN
This study is motivated by the suboptimal organizational capabilities of the Legal Information and Public Education function (Penerangan Hukum Penkum) in enhancing the reputation of the South Sumatra High Prosecutor’s Office. The study aims to analyze Penkum-based organizational capabilities and to develop a conceptual model for reputation enhancement grounded in dynamic capabilities theory, encompassing sensing, seizing, and reconfiguring. A qualitative phenomenological approach was employed through in-depth interviews with 15 informants. The findings indicate that Penkum-based sensing, seizing, and reconfiguring capabilities have evolved alongside increasing legal awareness, public openness, and digitalization, yet remain constrained by structural, cognitive, and cultural barriers. Sensing capabilities are supported by technology and public participation but limited by legal literacy and communication competencies; seizing capabilities show potential to strengthen reputation through transparency demands and youth engagement but are hindered by resource constraints and internal resistance; while reconfiguring capabilities signal organizational transformation but are impeded by bureaucratic culture and infrastructural limitations. These findings underscore that strengthening Penkum’s dynamic capabilities requires synergy among internal readiness, technological support, and external collaboration. This study proposes the Reputational Dynamic Capability Model for Public Legal Institutions (RDC-PLI) as a conceptual framework for enhancing the reputation of public legal institutions.
