KEBIJAKAN INDONESIA DALAM MENGHADAPI PENURUNAN EKSPOR BATUBARA KE CHINA AKIBAT PANDEMI COVID-19
International trade is a trade activity that crosses a country. One of the international trades carried out by Indonesia is the export of Indonesian coal to China, which is one of the largest importers of Indonesian coal since the last few years. However, Indonesia's coal export activities decreased in 2020 due to the COVID-19 pandemic. This is a problem for Indonesia, especially the Indonesian government as the main actor in international trade. And in this study the Neo-Mercantilism theory to find out the role of the government as the main actor and what steps are taken to increase these exports. This research uses qualitative research methods and in this study uses secondary data sources obtained through the Permendag Law, books, journals, articles and trusted sites related to the research topic regarding Indonesia's coal export activities to China. The results showed that the government as the main actor was able to overcome the problem of declining Indonesian coal exports to China in 2020 and a sharp jump in 2021 by issuing policies such as issuing Trade Regulation Number 65 of 2020, providing non-fiscal stimulus for import and export activities to facilitate the Cooperation of the Indonesian Coal Mining Association (APBI) and the China Coal Transportation and Distribution Association (CCTDA) KATA KUNCI: International Trade, Export, China, Coal, Indonesia, COVID-19.
