IMPLEMENTASI PENGAWASAN TIDAK LANGSUNG MELALUI DOKUMEN RKL-RPL PADA DINAS LINGKUNGAN HIDUP DAN PERTANAHAN PROVINSI SUMATERA SELATAN (STUDI KASUS PADA BIDANG PENEGAKKAN HUKUM PERUNDANG-UNDANGAN DAN PERAN SERTA MASYARAKAT)
This study is motivated by the increasing ecological pressure in South Sumatra Province resulting from industrial, mining, and plantation activities, which demand stronger and more transparent environmental oversight. Drawing on the policy implementation theory of Sabatier and Mazmanian (1983), as well as environmental supervision frameworks under the Environmental Protection and Management Act (UUPPLH), this research examines how RKL–RPL documents are implemented as instruments of indirect environmental monitoring by the Environmental and Land Agency of South Sumatra Province. The study employs a qualitative descriptive method, with data collected through in-depth interviews, documentation, and field observations involving environmental supervisors and relevant business actors. The findings indicate that the implementation of indirect supervision has not yet been optimal. The quality of company reports varies considerably, field verification is limited due to shortages of human resources and facilities, and community participation remains unstructured. Discrepancies between RKL–RPL reports and actual field conditions suggest weak compliance among business actors and the potential prevalence of administrative practices that are merely formalistic in nature. Nevertheless, efforts toward improvement are evident through enhanced coordination, the strengthening of standard operating procedures, and the opening of spaces for public oversight. This study concludes that optimizing RKL–RPL supervision requires integrated efforts encompassing institutional strengthening, information transparency, and community participation in order to achieve more sustainable environmental governance.
