KEPENTINGAN NASIONAL AMERIKA SERIKAT MELALUI NATIONAL SECURITY AGENCY (NSA) DALAM TINDAKAN SPIONASE TERHADAP JERMAN

Espionage is the act of obtaining confidential political, commercial, military, economic, technological, trade secret and knowledge information from foreign countries, carried out by secret agents, illegal monitoring devices or spies. Historically espionage is associated with the cold war period due to increasing suspicion between countries at that time, but it turns out that espionage continues in the contemporary era. In 2013, as revealed by documents leaked by Edward Snowden on WikiLeaks, the United States was proven to have been involved in espionage through the National Security Agency (NSA) against its allies, including Germany, which was the main target of espionage in the European Union. This research aims to explain the US's motivation through the NSA to carry out espionage against Germany even though the two of them had close relations after the Cold War which included economic, political, security and intelligence collaboration. Based on the theory of realism, the state acts based on national interests. This research uses the concept of national interests which are categorized by Donald E. Neuchterlein (1976) into security, economic, ideological and world order interests. The research methodology used is qualitative descriptive research. The results of this research found that US security interests, through NSA espionage against Germany, were a preventive measure against things that could potentially threaten US security, consisting of Germany's strategic location as a transit point between East and West, posing risks, including the potential to become a haven for radical group. As well as other security threats in the form of Germany's close relations with the United States'competitors, namely China and Russia, coupled with Germany's lack of transparency towards the US in political and military strategy even though it is a member of NATO. US economic interests that drive espionage through the NSA focus on obtaining information about Germany's economic strategy which has a central role for the economy in the European Union. Germany's economic relations with China, Russia and the Islamic Republic are also attracting increasing US attention. Ideological interests are seen when the United States tries to protect its ideology which is threatened due to differences in perspective with Germany and the re-emergence of right-wing extremism. Finally, the interests of the US world order are in the form of a strategic response to ensure the global order is in line with US preferences which want a unipolar world order amidst the desires of many countries which are fighting for a multipolar world order.
