EVALUASI PROGRAM MUSIPARIAN DAN ERCC BINAAN CORPORATE SOCIAL RESPONSIBILITY PT KILANG PERTAMINA INTERNASIONAL REFINERY UNIT III PLAJU
Evaluations of Corporate Social Responsibility (CSR) programs often show technical and operational success, but this is not always accompanied by social legitimacy, equitable distribution of benefits, and social and institutional sustainability. This condition is also found in the Musi Parian and ERCC programs developed by PT KPI RU III Plaju's CSR which are relevant to environmental and local economic issues but still face limitations in participation, management, and distribution of benefits. This study aims to evaluate the implementation of the MusiParian and ERCC Programs using the CIPP (Context. Input, Process, and Product) evaluation model. This study uses a descriptive qualitative approach with in-depth interview, observation, and documentation techniques, as well as utilizing primary and secondary data obtained from seven informants consisting of key informants, supporters, and external parties. The results show it in terms of context, the program is relevant to the needs of the community but has not been developed in a participatory manner, resulting in weak social legitimacy: In terms of input, resources are relatively adequate but structurally vulnerable due to dependence on voluntary participation and a weak managerial system, in terms of process, implementation is adaptive but inconsistent. especially in marketing: while in terms of product, the program has succeeded in producing output and increasing the capacity of the core group, but the impact is not yet equitable and sustainable. The results of this study indicate that the sustainability of the Musi Parian and ERCC programs is still dominated by operational sustainability, so that theoretically, it is necessary to develop a CIPP evaluation that integrates social legitimacy, institutional sustainability, and economic value independence, and practically, it is necessary to strengthen local institutional involvement, improve program management systems, and develop independent and sustainable marketing strategies
